DEEL Announces $1.49M in Community Grants Available for Organizations Advancing Prenatal-to-Three Supports for Seattle Families 

Apply by September 8 for up to $298,000 in support of healthy and equitable birth outcomes and reaching priority populations that strengthens early learning development and kindergarten readiness. 

SEATTLE (August 11) – The Department of Education and Early Learning (DEEL), invites community-based organizations to apply for the 2025 Prenatal-to-Three Community (PN3) Grant, with $1.49 million in funding available from revenue generated by the City’s Sweetened Beverage Tax (SBT). The grant program will support community-based organizations serving children aged birth to three, pregnant individuals, and guardians of children aged birth to three within the city of Seattle to support equitable birth outcomes and increased early childhood development services. Applicants can apply for awards up to $298,000, to be distributed over two years from 2025-2027 and determined by a competitive process managed by DEEL.

This year’s PN3 Request for Proposals (RFP) reflects DEEL’s ongoing commitment to reducing health and educational disparities in the early learning period. Grantees are prioritized based on their commitment to advancing racial equity, alongside a mission to serve expecting parents, caregivers and/or guardians of children aged birth to three within the City of Seattle with a particular interest in reaching priority populations furthest from educational opportunities and disrupting health inequities. This investment strategy contributes to DEEL’s goal of kindergarten readiness for all Seattle children.  

The funding grant is available to both new applicants as well as first-year recipients looking to strengthen and expand their programs. DEEL will provide one pre-recorded information session to answer community questions about the grant program and application process. To further support an accessible application process, DEEL is also providing free technical assistance lead by community-based consultants to help applicants develop their proposals. In 2024, five organizations were awarded $298,000 each for the PN3 Community grant, totaling approximately $1.49 million in funds to be distributed over two years, from 2024 to 2026.

Culturally responsive services to be provided by awardees include prenatal and postnatal doula care, lactation support, home-visitation and in-home mental health counseling, and parental support groups focused on parenting skills and healing trauma related to identity, race, culture, and belonging.

Since 2021, the PN3 Community Grant has invested nearly $6 million in community and supported over 1,500 caregivers with the first three groups of grant awardees. Research shows that culturally congruent perinatal support and family advocacy contribute to parent and child wellness, as well as improved academic outcomes.
